Germany partners Global Skills Summit in Delhi


Germany is a partner country at the Global Skills Summit organised by the Federation of Indian Chambers of Commerce and Industry (FICCI) in Delhi from 21 – 22 August, 2009. On 19th August, representatives of the German Federal Institute of Vocational Education and Training (BIBB) and the Indian Ministry of Labour and Employment conduct a joint workshop on the development of National Qualification Frameworks. 

At the Summit, the focus this year will be on the need to identify the skills which will meet the demands of the labour market in the next decade. The summit is also expected to brainstorm on how to develop institutional capacities for the training of these skills and a roadmap to implement the skilling in the next decade. 

The German delegation to the 2009 Global Skills Summit includes representatives from the German Ministry of Education and Research (BMBF), BiBB and the German Foundation for Economic Development and Vocational Training (SEQUA).

Germany´s role will concentrate on three areas: 

the interlinkage of the public and the private sector in vocational training, quality assurance and certification;

the Indo-German cooperation and planned activities;

the development of a National Qualification framework.

As an introduction to the Skills Summit, the German delegation and the Ministry of Labour and Employment conduct a joint workshop- “Transparency of Qualifications – Recent developments of National Qualification Frameworks and the story behind them” - on 19th August . 

National Qualifications Frameworks are a means to make learning outcomes consistent, no matter where they have been acquired. They also help enhance the transitions between qualifications, levels and forms of schooling and training, as well as recognising informal learning. Last but not the least, they can be used to design qualifications. The German Qualifications Framework and the driving forces behind its formulation will be presented at the workshop by Dr. Georg Hanf, an expert on the NQF from BIBB. The results achieved at the workshop will be presented and discussed during the upcoming Skills Summit.

Germany and India have a long tradition of cooperation in the field of vocational training. To consolidate Germany and India’s cooperation in this field, a joint Indo-German Working Group on Vocational Education and Training (VET), chaired by the Indian Ministry of Labour and Employment and the German Ministry of Education and Research (BMBF), was formally established in March 2009. 

The Working Group coordinates activities in various areas of vocational education and training. Members of the Group include FICCI and the Confederation of Indian Industries (CII), as well as the Ministry of Human Research Development (MoHRD) on the Indian side. German members, apart from BMBF, are the Federal Ministry of Economic Cooperation and Development (BMZ), BIBB, SEQUA and iMOVE – an initiative of the BMBF to promote international collaboration and cooperation in vocational training and continuing education.

With its hallmark mix of on-the-job training and school education, Germany's dual vocational training system enjoys international recognition. The theory imparted in a classroom is complimented by a hands-on experience at the workplace, where real-life situations, immediately test the effectiveness of classroom theory.

The “Training – Made in Germany” brand stands for quality and excellence in technical and vocational education and training as well as further professional training. It is internationally recognised for its demand-driven and practice-oriented approach. More than 20,000 German public-sector, private and not-for-profit organisations offer a wide range of training concepts and programmes. They are varied enough to meet both individual and corporate demands.
