A two-day workshop with stake holders on Development and Regulations of Mines and Minerals sector began here today. The Minister of Mines and Development of North Eastern Region, Shri B.K. Handique inaugurated the workshop. Delivering the keynote address on the occasion, the Minister said that Minerals sector has great potential and its contribution to nation’s GDP is 2.3 to 2.5 percent. He said that this contribution should increase to 5 percent. The Minister emphasized on the need to ensure that along with the minerals sector growth environment and sustainable mining issues are addressed to by the stakeholders constructively.
The Workshop will discuss among other things concessions generally, reconnaissance license & prospecting license, mining lease, mineral concession in cases where minerals do not vest exclusively with Government reservation & royalty etc, mining tribunal, power to issue directions, offences, penalties & power to frame rules.
On the first day, several contentious issues plaguing the development of the minerals sector in the country, including issues on value addition, introduction of auction in allocation of grants, rationalization of the tenure of the licenses where discussed and agreement was arrived at.
About 160 geologists and mining officials from State Governments, Geology Survey of India, Indian Bureau of Mines and representatives from Mineral and Mines industries are participating in the deliberations.
