Government took several measures during the year to build capacity to meet the challenge to internal security. There was marked improvement in the situation in North East where various insurgent outfits signed agreements with the centre. There has been significant decline in the incidents of violent killings of the civilians and the security forces in the North Eastern States due to the consistent efforts by Ministry of Home Affairs. Dialogues/negotiations with Underground Outfits have been held and Suspension of Operation (SoO) has also been signed.
Situation in J&K showed considerable improvement with far fewer incidents of violence, as compared to the last year. Left wing extremism and terror remained major concerns. Maoists were kept engaged with one of their top leader Kishenji getting killed in an encounter. Additional capacity building measures were put in place to reduce threats to internal security.
Naxal Violence Contained
Naxal violence has declined as compared to the corresponding period last year. In the year 2011 (till November, 2011) 1554 naxal incidents took place causing 542 death as compared to 2006 incidents with 932 deaths during corresponding period of 2010.
A total amount of Rs. 132.17 crores has been released to the 9 LWE affected States. Under the Security Related Expenditure (SRE) in LWE affected state. Under the Security Related Expenditure (SRE) Scheme during 2011, a total of Rs. 167.76 crores was released to 9 LWE affected states as advance and a total of Rs. 87.41 crores released as reimbursement to 5 LWE affected States.
Under the new Scheme of ‘Construction/Strengthening of Fortified Police Station’, a total amount of Rs. 120 crore was released to the 9 LWE affected States during 2011 for construction of 400 Police Stations.
Union Home Minister held a meeting with the Chief Minister of LWE affected States of Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Maharashtra, Orissa and West Bengal and reviewed the naxal scenario. Union Home Minister also visited the Left Wing Extremism (LWE) affected States of Jharkhand, Odisha, Chhattisgarh and Maharashtra and reviewed the present naxal scenario in these states alongwith the progress of various development schemes.
Several NE insurgent outfits brought to negotiation table
There has been significant decline in the incidents of violent killings of the civilians and the security forces in the North Eastern States due to the consistent efforts by Ministry of Home Affairs. Dialogues/negotiations with Underground Outfits have been held and Suspension of Operation (SoO) has also been signed.
United Liberation Front of Asom (ULFA) announced ‘to cease all forms of armed campaign’ and submitted its demands to the Union Home Minister in the presence of Chief Minister, Assam. Government of India’s Representative Shri P.C.Haldar has been authorized to initiate talks with the ULFA on their demands. Formal talks with ULFA have begun. Meeting of Joint Monitoring Group with ULFA was held in September for signing of Agreed Ground Rules for SoO Agreement.
Memorandum of Settlements has been signed with United People’s Democratic Solidarity (UPDS) paving way for peace in Asom. The Suspension of Operations agreement with Kuki National Organisation (KNO ) and United People’s Front (UPF) has been extended for a further period of one year beyond 21.8.2011.
Bru repatriation has shown progress. Approximately, 796 Bru Families ( 4000 Nos) have been repatriated. Further efforts are on to rehabilitate another 2000 Bru families at the earliest.
Meeting of Joint Monitoring Group were also held under the Chairmanship of Joint Secretary (NE) to oversee the implementation of Agreed Ground Rules of SoO. Agreement signed with NDFB(P) and DHD. In the meeting it was mutually agreed to extend the SoO Agreement further for a period of six months upto 31.12.2011 with NDFB (P) and DHD.
Joint Working Group meetings between India and Bangladesh were held in January & November, 2011 at New Delhi. Both India and Bangladesh reiterated to address the issues related to security, Border Management and enhancement of cooperation of law enforcement agencies against smuggling of arms and narcotic drugs, fake Indian Currency Notes (FICN), activities of extremists and terrorists, insurgency, trafficking of women and children. Repatriation of prisoners, border fencing, immigration issues, follow up of the Joint Boundary Working Group meeting etc. were also discussed during the meeting.
Enough progress has been made in the process of establishment of separate High Courts in the States of Manipur, Meghalaya and Tripura and splitting Joint Cadre of All India Service in Manipur and Tripura in December, 2011.
CCTNS Project
Under the Crime and Criminal Tracking and Network System (CCTNS) Project, requirements gathering, Design and Development of Core Application Software of CCTNS project (CAS - Lite) completed. CAS (Lite) has been handed over to Pilot States for intensive field testing and Initiation of data digitization activities at Pilot States. CAS (Offline) and SRS have been shared with the States/UTs for their study purpose to get acquainted with the software. CAS (full) development by Software Development Agency (SDA) has progressed to 80.83%.
RFP for selection of System Integrator has been released in all 35 States/ UTs. Of this selection of System Integrators by 9 States/UTs completed and in 6 State/UTs, final negotiation is underway/completed.
Networking solution finalized with BSNL and Network Feasibility survey of 12 States/UTs completed and in progress for the remaining.
Capacity Building (Training) completed for almost 4.19 lac personnel and Capacity Building (Infrastructure) completed for 787 units i.e. 85.6% of total target (919)
NATGRID Setup
NATGRID (National Intelligence Grid) has been setup under the Ministry of Home Affairs for improving India’s capability to counter internal security threats. Cabinet Committee on Security (CCS) has given ‘in-principle’ approval of the DPR and Planning Commission has approved its operationalisation as a Central Plan Scheme.
A Conference of the Chief Ministers on Internal Security was held. 15 Action Points identified for strengthening the Internal Security situation in the country.
A branch office of NIA has been established at Guwahati in July, 2011. 35 Special Courts have been notified in the States/UTs.
Coastal Security Scheme (Phase-I) Implementation Completed
Implementation of Coastal Security Scheme Phase-I, including supply of interceptor boats was expedited has been completed. The process of implementation of Phase-II of Coastal Security Scheme started with effect from 01/04/2011.
During the year, Rs.173.13 crore (25%) as 2nd and final installment, including additional demand was released to the 17 border States under Border Area Development Programme, whereas Rs.691 crore (100 % of total allocation at RE stage) were allocated under BADP against the scheme of 2010-11.
For the year 2011-12, an outlay of Rs. 900.00 crore has been allotted. Annual plans of all 17 States have been received. Till November, 2011 Rs.697.30 crore (which comes out to be 71% of total outlay) has been released to the State Governments by M/o Finance, of which Rs.238.15 crore (34.15% of total allocation) has been allocated to NE States.
During the visit of the Union Home Minister to Bangladesh in July, India-Bangladesh Coordinated Border Management Plan (CBMP) was signed. CBMP aims to synergize the efforts of BSF and BGB for more effective central over cross border illegal activities and crimes as well as for maintenance of peace and harmony along Indo-Bangladesh border. Modalities for 24 hour unfettered access to Bangladeshi nationals across Tin Bigha Corridor have been agreed. The construction of fencing on the Tin Bigha Corridor is in progress.
The Union Home Minister laid the foundation stone of Integrated Check Posts (ICP) at Agartala and Petrapole. Construction of 10 Border Out Posts (BOPs) has been completed and work in 108 BOPs is in progress. 70 Km of fencing and 60 Km of roads were completed along Indo-Bangladesh border. In addition, replacement of 25 Km of fencing was completed. 28 Km of fencing was completed, along Indo – Pakistan Border. 189 Km of formation work and 108 Km of surfacing work were completed during construction of Indo-China border roads.
Gorkhaland Issue Resolved
Agreement between Government of India, Government of West Bengal and Gorkha Janmukti Morcha signed for setting up of a new Gorkhaland Territorial Administration for the hill areas of Darjeeling district.
A Conference of Chief Ministers on Internal Security was held to counter the challenges to Internal Security, strengthening of counter terrorism capabilities and strengthening the Intelligence Wings etc. A Meeting of Chief Ministers of Seven Naxal Affected States held to discuss Naxal problem in the Naxal affected States.
United Nations Convention against Transnational Organized Crime (UNCTOC) and its 3 Protocols ratified. The Convention and the Protocols shall facilitate all concerned Countries including India to curb international Crime/terrorism.
The Government set up a Security Commission under Union Home Minister for UTs (other than Delhi) and another Security Commission under Lt. Governor, Delhi for NCT of Delhi.
Pilot project for installation of CCTV network with technology for number plate recognition at Vasant Vihar Complex and Ghazipur Border Check Posts completed. Installation of the system at 22 other Market Places and border Check Posts also completed.
22 New Police Stations and 9 Sub-Divisions of Delhi Police have been notified and sanction for creation of 6478 posts for these new Police Stations and Sub-Divisions issued on 31.8.2009. Total 337 vehicles (38 Maruti Gypsies, 270 Motorcycles and 29 Pick-up Vans) worth Rs.5.61 crore have been sanctioned for the new Police Stations and Sub-Divisions of Delhi Police vide order dated 15.10.2009.
Command, Control, Coordination and Communication Centre (C4i) at PHQ, Delhi Police made operational. Approval for creation of 129 posts for Modernisation of Police Department in UT of Daman & Diu has been obtained from Department of Expenditure, Ministry of Finance and sanction order is under issue.
Manpower in CPMF augmented
Government approved raising of one Marine Coy in BSF at an estimated cost of Rs.43.95 crore for guarding the area between Medi and Jakhau. Sanction was been issued for creation of 185 posts for raising of one Marine Coy in BSF for guarding the coastal area between Medi and Jakhau Government approved creation of 266 additional posts by in BSF Air Wing. Sanction for creation of 415 additional posts for strengthening Engineering Wing of BSF issued. Government has approved creation of 825 additional posts for strengthening the Intelligence set up of BSF, hence augmenting the strength of the Intelligence set up to 2389.
Raising of 10 new Specialised India Reserve Battalions (Jharkhand-01, Chhatisgarh-02, Orissa-03, Bihar-02, Madhya Pradesh-01 and West Bengal-01) approved. 3 unraised sanctioned India Reserve Battalion converted into Specialised India Reserve Battalions. The SIRBs are being raised to execute the developmental works along with anti-naxal operations in the naxal affected areas as they have both security as well as engineering component which would execute the works.
Government sanctioned 13 additional Bns in ITBP to strengthen the security along Indo-China Border. Government approved restructuring of Assam Rifles consisting of creation of 1035 additional posts for Frontier HQrs, SHQ, MGAR, workshop and Transit Camp, at an estimated cost of Rs.60.67 crore.
To strengthen the Intelligence set up, Government approved setting up of National Intelligence Academy-cum-Regional Training Centre of IB at Dwarka, New Delhi at a total cost of Rs.77.78 crore, along with creation of 138 posts. Government approved establishment of 03(three) Recruit Training Centres (RTCs) and 01 Counter Insurgency and Jungle Warfare School (CIJW) in ITBP for providing training to newly recruited Constables and Specialized Training to ITBP officers/personnel. 1048 posts created for for establishment of these four training institutes.
Sanction for creation of 1528 post for augmentation of Training Capacity of 09 STC, BSF Academy and up gradation of 2 BTCs into 2 STCs issued. Government has sanctioned Rs.55.45 crore for setting up 3 RTCs for SSB at Bhopal, Gorakhpur and Barauni.
Policy Guidelines on employment of surrendered militants in CAPFs have been issued.
CPMF Infrastructure Improved
During 2010, sanction of Rs.397.86 crore was issued for purchase of land for CAPFs, whereas Rs.1096.74 crore was sanctioned for creation of official/residential infrastructure in CAPFs. The RFP of the second lot of the CAPFs Housing Project was approved by Public Private Partnership Appraisal Committee. The second lot consists of construction of 18456 houses and barracks at 62 sites.
Govt. has approved grant of Risk/Hardship Allowance @ CI(Ops) Field Area Allowance in place of the existing CI(Ops) Modified Field Area Allowance, to CAPF personnel deployed in 35 focused districts in LWE areas identified as most hardship prone areas. CAPF deployed in the 48 districts in LWE areas will continue to get CI(Ops) Modified Field Area Allowance.
Distributed 910 Prime Minister Scholarship to the wards of CAPF personnel. Rs.48.50 crore released as welfare grant for the welfare of CAPF personnel. Exemption of VAT on the goods sold through CPC was obtained in the State of Tamilnadu, Haryana, Rajasthan, Orissa, Chandigarh and Kerala.
Government approved establishment of 200 Bedded Referral Hospital at Greater Noida for Central Armed Police Forces (CAPFs) at an estimated cost of Rs.120.57 crore, for providing greater medical facilities to the CAPFs and their families.
Panchayat Elections in J&K culminated peacefully
Panchayat Elections in Jammu & Kashmir culminated peacefully on 27.6.2011. The elections were held after a gap of 23 years.
Based on the recommendation of the Expert Group constituted by PMO under the chairmanship of Dr. C. Rangarajan, Special Industry Initiative for J&K with a target to train 40000 J&K youth has been approved by CCEA. It is a placement linked scheme.
The Group of Interlocutors for J&K, appointed last year to hold a sustained dialogue with all sections of the people in the states have since submitted their final report, which is under examination by the ministry.
Based on the recommendations of two Special Task Forces (STF)- Jammu Task Force and Ladakh Task Force, the funds amounting to Rs.912.33 crore have been sanctioned. Work in respect of most of the projects has begun. In the Union Budget 2011-12, Special Plan Assistance of Rs. 150 crore and Rs. 100 crore has been made for the infrastructural needs of Jammu and Ladakh regions respectively. The fund has been sanctioned to the State Government and work on most of the project has started.
Rs. 383.21 crore were released under Security Related Expenditure to J&K during Jan 2011 to Nov 2011.
Further Steps Initiated for Police Modernisation
During the year 2010-11 funds amounting to Rs. 1224.63 crore were released to various States. In the current financial year after receipt of the approval for extension of the scheme in December, 2011, the process of release of funds is under way.
Sanction issued for procurement of 2537 Nos of X-95 Assault Rifles at a cost of Rs.29.12 crores under tolerance clause accorded to CRPF and SPOs/UTs. In January, 2011.
Authorisation cum Provisioning sanction for procurement of Telecommunication Testing Equipments for newly raised Frontiers at a cost of Rs.10.58 crores issued in January to ITBP.
Approval for procurement of 34377 nos. of Carbine Machine for BSF at a cost of Rs. 156 crore conveyed. Sanction for procurement of 706 Nos HF TX/RX Digital LHP-265 Radio Sets from BEL at a cost of Rs.35.07 crores for ITBP & SSB was accorded.
Orders placed for sophisticated arms valued at Rs.288.25 crore for CPMFs.
Training Infrastructure for Police Upgraded
The Ministry has approved a scheme for augmentation of infrastructure of National Police Academy, Hyderabad on account of increased training activities at a cost of Rs. 200 Crore.
A revised Scheme for augmentation of infrastructure at NEPA has been approved at a cost of Rs.82.13 Crore. Major works include construction of constable mess, indoor sports complex, training block, auditorium, residential quarters, Hospital, boundary wall.
21 Counter-Insurgency and Anti-Terrorist (CIAT) Schools have been approved for setting up in various States to upgrade the skills of police personnel in counter terrorism and anti-terrorist activities. The Ministry has released Rs. 14.45 Crore in 2011 towards establishment, upgradation/ equipment upgradation and trainer fees for 08 CIAT Schools.
The Ministry approved Rs. 15.40 Crore in 24th October 2011 for upgradation of Central Detective Training school at Hyderabad. It would enable the CDTS to train 100 participants at a time.
National Cyclone Risk Mitigation Project Approved
Under Phase-I of National Cyclone Risk Mitigation Project (NCRMP), the first initiative of its kind, the Government of India approved for the State of Andhra Pradesh and Orissa an estimated cost of Rs. 1496.71 crores to upgrade cyclone forecasting, tracking and warning systems, cyclone risk mitigation and capacity building in multi-hazard risk management.
A Centrally sponsored National School Safety Programme estimated cost of Rs.48.47 crore has been approved with the objective to promote culture of safety in Schools by initiating policy level change, capacity building of officials, teachers, students and other stake holders undertaking Information, Education and Communication activities, promoting non-structural mitigation measures and demonstrative structural retrofitting in few Schools.
Mission Mode Project to network 169 Missions, 77 ICPs & FRROs launched
Mission Mode Project (MMP) on Immigration, Visa, and Foreigner’s registration and tracking (IVERT) is being implemented with a vision to develop a secure and integrated service delivery framework that facilitates legitimate travelers while strengthening security. The project seeks to network 169 Missions, 77 ICPs (Immigration Check Posts), 7 FRROs (Foreigners Regional Registration Offices), and FROs (Foreigners Registration Offices) in the State/District Headquarters with Central Foreigners Bureau under the project.
The new integrated online visa application system has already been implemented and operationalized at 38 Indian Missions. Online FRRO registration module has been introduced in all the 7 FRROs in Delhi, Bangalore, Chennai, Hyderabad, Amritsar, Kolkata and Mumbai. Installation of computer hardware and ICS software has been completed in all the 77 ICPs, 69 out of 77 ICPs are now connected with the Central Foreigners Bureau (CFB).
Under Revamp of Foreigners Division project, online visa appointment scheduling and case processing system was operationalized to improve quality and efficiency of service to the Foreigners in India has been completed, and over 85,000 files have been scanned for digital maintenance of the records.
As per the bilateral agreement on consular access to the prisoners between India and Pakistan, India has handed over comprehensive lists of 470 Pakistani prisoners and Pakistani fishermen lodged in various jails in India to the Pakistan High Commission.
Citizenship Amendment Bill, 2011 was considered and approved by Union Cabinet and will be introduced in the Parliament soon.
Visa manual was thoroughly revised during this period and revised visa manual was published in October, 2011.
Census 2011 completed
Population Census 2011, the largest administrative exercise in the country providing statistical data on different socio-economic parameters of population, has been successfully completed in two phases viz., Houselisting & Housing Census and Population Enumeration. The first phase of Population Census 2011 was conducted in Apr-Sep, 2010 and the second phase in Feb-March, 2011. Data on various socio-economic and demographic parameters like age, sex, literacy, religion, disability, SC/ST, languages known, economic activity status and migration etc. in respect of each individual have been collected during the population enumeration.
The Report on Provisional Population Totals (PPT-1) giving details on size, growth and distribution of population, gender composition and state of literacy was released for India and States/UTs on 31st March, 2011. The Report on Provisional Population Totals, giving rural-urban distribution and population figures of Cities/Urban Agglomerations with one lakh & above population have also been released.
The data processing for the first phase of Census, viz., House listing and Housing Census has been completed. The data is likely to be released soon. The Post-enumeration Survey (PES) to measure the coverage and content errors has been completed.
The task of creating National Population Register (NPR) has been taken up for the first time in India. The data collection for the National Population Register in all the States/UTs has also been completed along with first phase of Population Census 2011. Data digitization (in English and regional languages) has been completed for more than 33 crore persons. Socio-Economic & Caste Census (SECC), the first such exercise in independent India launched in June, 2011 and is in progress in 19 States/UTs.
High Level Visits to India
Two meetings on bilateral security issues were held in New Delhi between the Indian Delegation led by Union Home Secretary and the US Delegation led by Deputy Secretary, Department of Homeland Security.

In November, 2011, a ten member Govt. of UAE delegation, led by H.E. Lt. General Sheikh Saif Bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior of Government of UAE, met a GOI Delegation, led by Union Home Minister to sign two Agreements namely (1) Agreement on Security Cooperation between the Government of the Republic of India and the Government of the United Arab Emirates; and (2) Agreement on Transfer of Sentenced Persons between the Government of the Republic of India and the Government of the United Arab Emirates and to discuss bilateral security matters of mutual interest and concern.
Govt. of Maldives delegation, led by H.E. Mr. Hassan Afeef, Home Minister of Maldives met a GOI Delegation, led by Hon’ble Union Home Minister on 5th May, 2011 to discuss bilateral security matters of mutual interest.
Miscellaneous
Freedom Figthers’ pension sanctioned in 260 cases. Data of about 51,400 Central Samman Pensioners/Freedom Fighters and their eligible dependents drawing pension from the Public Sector Banks and Treasuries has been uploaded on the web site of Ministry of Home Affairs.
Central Samman Pensioners are provided passes for free rail travel facility. They have now been allowed to travel in 2nd AC Class in Rajdhani Trains from the earlier allowance to travel in 3rd AC.
1,07,552 files relating to claims and compensation of displaced persons, and 79,386 files pertaining to Freedom Fighters pension have been transferred from FFR Division to National Archives of India for their permanent retention.
The Ministry has released a grant of Rs. 10.72 crore to Gujarat Government for payment of ex-gratia to the Gujarat riot victims of 2002. Thus the amount so far released to Government of Gujarat for the victims of Gujarat riots stand at Rs. 429.46 crore.
Agreement on Mutual Legal Assistance Treaty in Criminal Matters (MLAT) was signed between India and Indonesia. An MoU on Combating International Terrorism was signed between India and Maldives. Agreement on Security Cooperation was signed between India and UAE.

Both India and Bangladesh reiterated to address the issues related to security, Border Management and enhancement of cooperation of law enforcement agencies against smuggling of arms and narcotic drugs, fake Indian Currency Notes (FICN), activities of extremists and terrorists, insurgency, trafficking of women and children. Repatriation of prisoners, border fencing, immigration issues, follow up of the Joint Boundary Working Group meeting etc. were also discussed during the meeting.
Enough progress has been made in the process of establishment of separate High Courts in the States of Manipur, Meghalaya and Tripura and splitting Joint Cadre of All India Service in Manipur and Tripura in December, 2011.
CCTNS Project
Under the Crime and Criminal Tracking and Network System (CCTNS) Project, requirements gathering, Design and Development of Core Application Software of CCTNS project (CAS - Lite) completed. CAS (Lite) has been handed over to Pilot States for intensive field testing and Initiation of data digitization activities at Pilot States. CAS (Offline) and SRS have been shared with the States/UTs for their study purpose to get acquainted with the software. CAS (full) development by Software Development Agency (SDA) has progressed to 80.83%.
RFP for selection of System Integrator has been released in all 35 States/ UTs. Of this selection of System Integrators by 9 States/UTs completed and in 6 State/UTs, final negotiation is underway/completed.
Networking solution finalized with BSNL and Network Feasibility survey of 12 States/UTs completed and in progress for the remaining.
Capacity Building (Training) completed for almost 4.19 lac personnel and Capacity Building (Infrastructure) completed for 787 units i.e. 85.6% of total target (919)
NATGRID Setup
NATGRID (National Intelligence Grid) has been setup under the Ministry of Home Affairs for improving India’s capability to counter internal security threats. Cabinet Committee on Security (CCS) has given ‘in-principle’ approval of the DPR and Planning Commission has approved its operationalisation as a Central Plan Scheme.
A Conference of the Chief Ministers on Internal Security was held. 15 Action Points identified for strengthening the Internal Security situation in the country.
A branch office of NIA has been established at Guwahati in July, 2011. 35 Special Courts have been notified in the States/UTs.
Coastal Security Scheme (Phase-I) Implementation Completed
Implementation of Coastal Security Scheme Phase-I, including supply of interceptor boats was expedited has been completed. The process of implementation of Phase-II of Coastal Security Scheme started with effect from 01/04/2011.
During the year, Rs.173.13 crore (25%) as 2nd and final installment, including additional demand was released to the 17 border States under Border Area Development Programme, whereas Rs.691 crore (100 % of total allocation at RE stage) were allocated under BADP against the scheme of 2010-11.
For the year 2011-12, an outlay of Rs. 900.00 crore has been allotted. Annual plans of all 17 States have been received. Till November, 2011 Rs.697.30 crore (which comes out to be 71% of total outlay) has been released to the State Governments by M/o Finance, of which Rs.238.15 crore (34.15% of total allocation) has been allocated to NE States.
During the visit of the Union Home Minister to Bangladesh in July, India-Bangladesh Coordinated Border Management Plan (CBMP) was signed. CBMP aims to synergize the efforts of BSF and BGB for more effective central over cross border illegal activities and crimes as well as for maintenance of peace and harmony along Indo-Bangladesh border. Modalities for 24 hour unfettered access to Bangladeshi nationals across Tin Bigha Corridor have been agreed. The construction of fencing on the Tin Bigha Corridor is in progress.
The Union Home Minister laid the foundation stone of Integrated Check Posts (ICP) at Agartala and Petrapole. Construction of 10 Border Out Posts (BOPs) has been completed and work in 108 BOPs is in progress. 70 Km of fencing and 60 Km of roads were completed along Indo-Bangladesh border. In addition, replacement of 25 Km of fencing was completed. 28 Km of fencing was completed, along Indo – Pakistan Border. 189 Km of formation work and 108 Km of surfacing work were completed during construction of Indo-China border roads.
Gorkhaland Issue Resolved
Agreement between Government of India, Government of West Bengal and Gorkha Janmukti Morcha signed for setting up of a new Gorkhaland Territorial Administration for the hill areas of Darjeeling district.
A Conference of Chief Ministers on Internal Security was held to counter the challenges to Internal Security, strengthening of counter terrorism capabilities and strengthening the Intelligence Wings etc. A Meeting of Chief Ministers of Seven Naxal Affected States held to discuss Naxal problem in the Naxal affected States.
United Nations Convention against Transnational Organized Crime (UNCTOC) and its 3 Protocols ratified. The Convention and the Protocols shall facilitate all concerned Countries including India to curb international Crime/terrorism.
The Government set up a Security Commission under Union Home Minister for UTs (other than Delhi) and another Security Commission under Lt. Governor, Delhi for NCT of Delhi.
Pilot project for installation of CCTV network with technology for number plate recognition at Vasant Vihar Complex and Ghazipur Border Check Posts completed. Installation of the system at 22 other Market Places and border Check Posts also completed.
22 New Police Stations and 9 Sub-Divisions of Delhi Police have been notified and sanction for creation of 6478 posts for these new Police Stations and Sub-Divisions issued on 31.8.2009. Total 337 vehicles (38 Maruti Gypsies, 270 Motorcycles and 29 Pick-up Vans) worth Rs.5.61 crore have been sanctioned for the new Police Stations and Sub-Divisions of Delhi Police vide order dated 15.10.2009.
Command, Control, Coordination and Communication Centre (C4i) at PHQ, Delhi Police made operational. Approval for creation of 129 posts for Modernisation of Police Department in UT of Daman & Diu has been obtained from Department of Expenditure, Ministry of Finance and sanction order is under issue.
Manpower in CPMF augmented
Government approved raising of one Marine Coy in BSF at an estimated cost of Rs.43.95 crore for guarding the area between Medi and Jakhau. Sanction was been issued for creation of 185 posts for raising of one Marine Coy in BSF for guarding the coastal area between Medi and Jakhau Government approved creation of 266 additional posts by in BSF Air Wing. Sanction for creation of 415 additional posts for strengthening Engineering Wing of BSF issued. Government has approved creation of 825 additional posts for strengthening the Intelligence set up of BSF, hence augmenting the strength of the Intelligence set up to 2389.
Raising of 10 new Specialised India Reserve Battalions (Jharkhand-01, Chhatisgarh-02, Orissa-03, Bihar-02, Madhya Pradesh-01 and West Bengal-01) approved. 3 unraised sanctioned India Reserve Battalion converted into Specialised India Reserve Battalions. The SIRBs are being raised to execute the developmental works along with anti-naxal operations in the naxal affected areas as they have both security as well as engineering component which would execute the works.
Government sanctioned 13 additional Bns in ITBP to strengthen the security along Indo-China Border. Government approved restructuring of Assam Rifles consisting of creation of 1035 additional posts for Frontier HQrs, SHQ, MGAR, workshop and Transit Camp, at an estimated cost of Rs.60.67 crore.
To strengthen the Intelligence set up, Government approved setting up of National Intelligence Academy-cum-Regional Training Centre of IB at Dwarka, New Delhi at a total cost of Rs.77.78 crore, along with creation of 138 posts. Government approved establishment of 03(three) Recruit Training Centres (RTCs) and 01 Counter Insurgency and Jungle Warfare School (CIJW) in ITBP for providing training to newly recruited Constables and Specialized Training to ITBP officers/personnel. 1048 posts created for for establishment of these four training institutes.
Sanction for creation of 1528 post for augmentation of Training Capacity of 09 STC, BSF Academy and up gradation of 2 BTCs into 2 STCs issued. Government has sanctioned Rs.55.45 crore for setting up 3 RTCs for SSB at Bhopal, Gorakhpur and Barauni.
Policy Guidelines on employment of surrendered militants in CAPFs have been issued.
CPMF Infrastructure Improved
During 2010, sanction of Rs.397.86 crore was issued for purchase of land for CAPFs, whereas Rs.1096.74 crore was sanctioned for creation of official/residential infrastructure in CAPFs. The RFP of the second lot of the CAPFs Housing Project was approved by Public Private Partnership Appraisal Committee. The second lot consists of construction of 18456 houses and barracks at 62 sites.
Govt. has approved grant of Risk/Hardship Allowance @ CI(Ops) Field Area Allowance in place of the existing CI(Ops) Modified Field Area Allowance, to CAPF personnel deployed in 35 focused districts in LWE areas identified as most hardship prone areas. CAPF deployed in the 48 districts in LWE areas will continue to get CI(Ops) Modified Field Area Allowance.
Distributed 910 Prime Minister Scholarship to the wards of CAPF personnel. Rs.48.50 crore released as welfare grant for the welfare of CAPF personnel. Exemption of VAT on the goods sold through CPC was obtained in the State of Tamilnadu, Haryana, Rajasthan, Orissa, Chandigarh and Kerala.
Government approved establishment of 200 Bedded Referral Hospital at Greater Noida for Central Armed Police Forces (CAPFs) at an estimated cost of Rs.120.57 crore, for providing greater medical facilities to the CAPFs and their families.
Panchayat Elections in J&K culminated peacefully
Panchayat Elections in Jammu & Kashmir culminated peacefully on 27.6.2011. The elections were held after a gap of 23 years.
Based on the recommendation of the Expert Group constituted by PMO under the chairmanship of Dr. C. Rangarajan, Special Industry Initiative for J&K with a target to train 40000 J&K youth has been approved by CCEA. It is a placement linked scheme.
The Group of Interlocutors for J&K, appointed last year to hold a sustained dialogue with all sections of the people in the states have since submitted their final report, which is under examination by the ministry.
Based on the recommendations of two Special Task Forces (STF)- Jammu Task Force and Ladakh Task Force, the funds amounting to Rs.912.33 crore have been sanctioned. Work in respect of most of the projects has begun. In the Union Budget 2011-12, Special Plan Assistance of Rs. 150 crore and Rs. 100 crore has been made for the infrastructural needs of Jammu and Ladakh regions respectively. The fund has been sanctioned to the State Government and work on most of the project has started.
Rs. 383.21 crore were released under Security Related Expenditure to J&K during Jan 2011 to Nov 2011.
Further Steps Initiated for Police Modernisation
During the year 2010-11 funds amounting to Rs. 1224.63 crore were released to various States. In the current financial year after receipt of the approval for extension of the scheme in December, 2011, the process of release of funds is under way.
Sanction issued for procurement of 2537 Nos of X-95 Assault Rifles at a cost of Rs.29.12 crores under tolerance clause accorded to CRPF and SPOs/UTs. In January, 2011.
Authorisation cum Provisioning sanction for procurement of Telecommunication Testing Equipments for newly raised Frontiers at a cost of Rs.10.58 crores issued in January to ITBP.
Approval for procurement of 34377 nos. of Carbine Machine for BSF at a cost of Rs. 156 crore conveyed. Sanction for procurement of 706 Nos HF TX/RX Digital LHP-265 Radio Sets from BEL at a cost of Rs.35.07 crores for ITBP & SSB was accorded.
Orders placed for sophisticated arms valued at Rs.288.25 crore for CPMFs.
Training Infrastructure for Police Upgraded
The Ministry has approved a scheme for augmentation of infrastructure of National Police Academy, Hyderabad on account of increased training activities at a cost of Rs. 200 Crore.
A revised Scheme for augmentation of infrastructure at NEPA has been approved at a cost of Rs.82.13 Crore. Major works include construction of constable mess, indoor sports complex, training block, auditorium, residential quarters, Hospital, boundary wall.
21 Counter-Insurgency and Anti-Terrorist (CIAT) Schools have been approved for setting up in various States to upgrade the skills of police personnel in counter terrorism and anti-terrorist activities. The Ministry has released Rs. 14.45 Crore in 2011 towards establishment, upgradation/ equipment upgradation and trainer fees for 08 CIAT Schools.
The Ministry approved Rs. 15.40 Crore in 24th October 2011 for upgradation of Central Detective Training school at Hyderabad. It would enable the CDTS to train 100 participants at a time.
National Cyclone Risk Mitigation Project Approved
Under Phase-I of National Cyclone Risk Mitigation Project (NCRMP), the first initiative of its kind, the Government of India approved for the State of Andhra Pradesh and Orissa an estimated cost of Rs. 1496.71 crores to upgrade cyclone forecasting, tracking and warning systems, cyclone risk mitigation and capacity building in multi-hazard risk management.
A Centrally sponsored National School Safety Programme estimated cost of Rs.48.47 crore has been approved with the objective to promote culture of safety in Schools by initiating policy level change, capacity building of officials, teachers, students and other stake holders undertaking Information, Education and Communication activities, promoting non-structural mitigation measures and demonstrative structural retrofitting in few Schools.
Mission Mode Project to network 169 Missions, 77 ICPs & FRROs launched
Mission Mode Project (MMP) on Immigration, Visa, and Foreigner’s registration and tracking (IVERT) is being implemented with a vision to develop a secure and integrated service delivery framework that facilitates legitimate travelers while strengthening security. The project seeks to network 169 Missions, 77 ICPs (Immigration Check Posts), 7 FRROs (Foreigners Regional Registration Offices), and FROs (Foreigners Registration Offices) in the State/District Headquarters with Central Foreigners Bureau under the project.
The new integrated online visa application system has already been implemented and operationalized at 38 Indian Missions. Online FRRO registration module has been introduced in all the 7 FRROs in Delhi, Bangalore, Chennai, Hyderabad, Amritsar, Kolkata and Mumbai. Installation of computer hardware and ICS software has been completed in all the 77 ICPs, 69 out of 77 ICPs are now connected with the Central Foreigners Bureau (CFB).
Under Revamp of Foreigners Division project, online visa appointment scheduling and case processing system was operationalized to improve quality and efficiency of service to the Foreigners in India has been completed, and over 85,000 files have been scanned for digital maintenance of the records.
As per the bilateral agreement on consular access to the prisoners between India and Pakistan, India has handed over comprehensive lists of 470 Pakistani prisoners and Pakistani fishermen lodged in various jails in India to the Pakistan High Commission.
Citizenship Amendment Bill, 2011 was considered and approved by Union Cabinet and will be introduced in the Parliament soon.
Visa manual was thoroughly revised during this period and revised visa manual was published in October, 2011.
Census 2011 completed
Population Census 2011, the largest administrative exercise in the country providing statistical data on different socio-economic parameters of population, has been successfully completed in two phases viz., Houselisting & Housing Census and Population Enumeration. The first phase of Population Census 2011 was conducted in Apr-Sep, 2010 and the second phase in Feb-March, 2011. Data on various socio-economic and demographic parameters like age, sex, literacy, religion, disability, SC/ST, languages known, economic activity status and migration etc. in respect of each individual have been collected during the population enumeration.
The Report on Provisional Population Totals (PPT-1) giving details on size, growth and distribution of population, gender composition and state of literacy was released for India and States/UTs on 31st March, 2011. The Report on Provisional Population Totals, giving rural-urban distribution and population figures of Cities/Urban Agglomerations with one lakh & above population have also been released.
The data processing for the first phase of Census, viz., House listing and Housing Census has been completed. The data is likely to be released soon. The Post-enumeration Survey (PES) to measure the coverage and content errors has been completed.
The task of creating National Population Register (NPR) has been taken up for the first time in India. The data collection for the National Population Register in all the States/UTs has also been completed along with first phase of Population Census 2011. Data digitization (in English and regional languages) has been completed for more than 33 crore persons. Socio-Economic & Caste Census (SECC), the first such exercise in independent India launched in June, 2011 and is in progress in 19 States/UTs.
High Level Visits to India
Two meetings on bilateral security issues were held in New Delhi between the Indian Delegation led by Union Home Secretary and the US Delegation led by Deputy Secretary, Department of Homeland Security.

In November, 2011, a ten member Govt. of UAE delegation, led by H.E. Lt. General Sheikh Saif Bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior of Government of UAE, met a GOI Delegation, led by Union Home Minister to sign two Agreements namely (1) Agreement on Security Cooperation between the Government of the Republic of India and the Government of the United Arab Emirates; and (2) Agreement on Transfer of Sentenced Persons between the Government of the Republic of India and the Government of the United Arab Emirates and to discuss bilateral security matters of mutual interest and concern.
Govt. of Maldives delegation, led by H.E. Mr. Hassan Afeef, Home Minister of Maldives met a GOI Delegation, led by Hon’ble Union Home Minister on 5th May, 2011 to discuss bilateral security matters of mutual interest.
Miscellaneous
Freedom Figthers’ pension sanctioned in 260 cases. Data of about 51,400 Central Samman Pensioners/Freedom Fighters and their eligible dependents drawing pension from the Public Sector Banks and Treasuries has been uploaded on the web site of Ministry of Home Affairs.
Central Samman Pensioners are provided passes for free rail travel facility. They have now been allowed to travel in 2nd AC Class in Rajdhani Trains from the earlier allowance to travel in 3rd AC.
1,07,552 files relating to claims and compensation of displaced persons, and 79,386 files pertaining to Freedom Fighters pension have been transferred from FFR Division to National Archives of India for their permanent retention.
The Ministry has released a grant of Rs. 10.72 crore to Gujarat Government for payment of ex-gratia to the Gujarat riot victims of 2002. Thus the amount so far released to Government of Gujarat for the victims of Gujarat riots stand at Rs. 429.46 crore.
Agreement on Mutual Legal Assistance Treaty in Criminal Matters (MLAT) was signed between India and Indonesia. An MoU on Combating International Terrorism was signed between India and Maldives. Agreement on Security Cooperation was signed between India and UAE.
