Shri Bansal Calls upon State Water Resources Secretaries to Join Centre’s Resolve to Increase Water Use Efficiency by 20%
Shri Pawan Kumar Bansal, the Union Minister for Water Resources has called upon the Principal Secretarieas/Secretaries of Water Resources of States to join central government’s resolve to make all efforts to increase water use efficiency by 20% as per the goals of National Water Mission and in creation and utilization of the created irrigation facilities. Addressing a “Conference of Principal Secretaries/Secretaries of States and Union Territories dealing with Irrigation and Water Resources Management aspects” to discuss important issues related to the development and management of water sector here yesterday, he informed that the Prime Minister is keen to evolve the strategy for climate change and National Water Mission is one of 8 missions as a part of the strategy to address the climate change adaptation issue.. He highlighted the role of water resources in assuring food security in the country.
Shri Vincent H. Pala, the Minister of State for Water Resources urged the participants for adoption of better management practices and proper regulation for better utilization of the available water resources. Shri U.N. Panjiar, the Secretary (Water Resources) highlighted the important schemes and programmes of the Ministry and urged the participants to share their experiences and difficulties and initiatives taken for effective implementation of the Schemes. He emphasized that the States should plan utilization of available funds under the various schemes of M/o Water Resources well in time so that the funds can be made available in the early part of the financial year.
The conference was attended by the the Principal Secretaries/Secretaries and the senior officers of the State Governments as well as by the representatives of related Central Ministries/Departments and the officers of the Ministry. The State officers requested for more liberal guidelines for funding under the schemes like AIBP, CADWM and FMP and ground water management and recharge areas. It was clarified to them that such policy level changes can be considered while formulating the proposals for 12th plan which is likely to start shortly. They expressed their general satisfaction towards funding and assistance being provided by the Ministry of Water Resources through various schemes.
