DRDA Functionaries should make a critical analysis of efforts to meet the aspirations of rural poor-Pranab Mukherjee
PARADIGM SHIFT NEEDED TO FRAME THE GOALS FOR NEXT PLAN AND THE PROCESS- DR.C.P.JOSHI
A two day National conference of Project Directors of District Rural Development Administration (DRDA) agencies got underway here today with a call to synergize the efforts for the welfare of the rural masses by enhancing the employment opportunities.
In his inaugural address Shri Pranab Mukherjee, the Union Minister for Finance said that the approach should be directed towards bringing a visible and tangible difference in the quality of life of rural population, specially the rural poor. Appreciating the role of DRDA, he told that they should have a critical analysis of their efforts in meeting the aspirations of millions of rural poor. The finance minister urged them to be guided by the principles of equity, accountability and innovation and strive for achieving universal financial inclusion. He called upon DRDA functionaries to ensure the implementation of MNREGA in a more effective and meaningful way as it directly touches the lives of the poor and promotes inclusive growth.
The finance minister stressed the need to fulfill the requirement of rural housing and tackling the shortage of housing especially for the poorest as an important plank of the poverty alleviation efforts of the government. Highlighting the role of Swarnajayanti Gram Swarozgar Yojana now being restructured as National rural Livelihood Mission (NRLM) , he said that the mission is primarily aimed at providing self employment opportunities to the rural poor . He suggested that subsequently Special Projects may be developed as a subset of the NRLM emphasis on skill development and placement projects to capture the livelihood opportunities in the private sector especially at the lower end of the skill base.
The Minister for Rural Development Dr. C.P.Joshi in his address said that a paradigm shift is needed to frame the goals for next plan and the process involve an aggressive focus on transparency and accountability, establishing grievance redressal mechanisms and ensuring that the PRIs are in the forefront in the implementation of the scheme. He stressed the need to chalk out a time bound strategy for the eradication of poverty in the rural areas. Dr. Joshi said that the programs and policies must be devised and implemented in such a way that they help in removing regional imbalances and they should bring the benefits of development to all sections of society, rather than widening the gulf between the rich and the poor.
The Ministers of State for Rural Development Shri Pradeep Jain “Aditya” and Ms. Agatha Sangma along with senior officials of the ministry were presnt at the conference today .The two day annual Conference of Project Directors provides a platform for direct and face to face interaction between the policy makers and the implementers besides providing an opportunity for sharing views, ideas and experiences. District Rural Development Agency (DRDA) is a principal organ at the District level to manage and oversee the implementation of different anti-poverty programmes of the Ministry of Rural Development. The Project Directors who head these DRDAs have a great responsibility on their shoulders in reaching the benefits of these programmes to the rural masses. Over 600 DRDA Project Directors along with the Chief Executive Officers of Zilla Parishads from all over the country are participating in the conference. The Conference provides a platform for interaction, sharing of experiences and information on Rural Development Programmes among the planners, policy-makers and implementers. The deliberations are expected to improve the quality of implementation, to make delivery system effective and to focus the policy initiatives and planning by understanding the ground realities.
