CBI registers a case against four officials of Damoder valley Corporation and a Kolkata based firm for causing loss of a Rs. 245 crore


New Delhi, 17-09-2009.The Central Bureau of Investigation has registered a case against four officials of Damoder Valley Corporation, Kolkata and a Kolkata based firm for causing undue wrongful loss of Rs.245 crore (approx) and corresponding undue pecuniary gain to a Gujrat based firm.

It has been alleged in the F.I.R. that during the period March' 07 to August' 07, the then Director General (11th Plan Project), since retired; Superintending Engineer (Mechanical); Deputy Chief Engineer (Mechanical); Deputy Financial Adviser, Finance Department all of Damodar Valley Corporation, DVC Towers, VIP Road, Kolkata and a Kolkata based firm (Consultant of DVC) entered into a criminal conspiracy, amongst themselves. In pursuance of the said criminal conspiracy, they awarded the contract for the setting up of a Coal Handling Plant at Mejia Thermal Power Station to a Gujrat based company at an exorbitant price of Rs 378.5 Crores by arbitrarily rejecting the bid of a PSU, viz. M/s. EPIL, New Delhi.

It has been further alleged that a part of the tender document submitted by M/s. Engineering Project India Ltd (EPIL) (a PSU), been taken into account, either by Kolkata based firm (Consultant) or Tender Committee of DVC, M/s. EPIL ( a PSU) would have qualified the techno-commercial bid and with their offer price of Rs. 133.21 Crores, would have emerged as lowest bidder. But, the accused officials who were members of the Tender Committee of DVC, Kolkata, while performing their duties as public servants abused their official position and dishonestly ignored the contents of tender document submitted by M/s. EPIL (PSU), and thereby caused undue wrongful loss of Rs. 245 cores (approx.) to DVC and corresponding undue pecuniary gain to Gujarat based firm.Investigation is in progress.
