SAIL-BSP WINS PRIME MINISTER’S TROPHY FOR BEST STEEL PLANT FOR 2006-07 & 07-08

Proven as the best twice all over again in the domestic steel industry charts by an eminent panel of technocrats and bureaucrats evaluating performances of Integrated Steel Plant (ISPs) in the country over a wide range of parameters in 2006-07 and 2007-08, Bhilai Steel Plant (BSP), the flagship unit of Steel Authority of India Ltd (SAIL) has won the Prime Minister’s Trophy for Best Integrated Steel Plant in the country for both the years.

Congratulating the management and employees of BSP for the excellent work done in both the years, Shri Atul Chaturvedi, Secretary, Ministry of Steel, Govt of India has expressed confidence that the awards would greatly motivate the BSP collective and spur them on to create several new benchmarks in efficiency and productivity for others to get inspired.

With two more Prime Minister’s Trophies added to its list of achievements, the jewel in Navratna PSU SAIL’s crown shines even brighter today. The wisdom of Bhilai Steel Plant’s current leadership to have converted each crisis to opportunity & carry out process improvements in a structured manner, a collective determination to stay at the top and a quest for excellence that does not end with making world-class steel for the nation has ensured that nothing could rob any of its shine.

Winning the title and the trophy for the 8th and 9th year is a clear validation that the strategy of expanding capacities, adding, differentiating & strategically positioning its products to capture a larger share of the market, deploying modern business tools and bringing in modern technology and improving operational processes and internal efficiencies that Bhilai has pursued vigorously for the last three years under Shri R. Ramaraju’s stewardship has all the ingredients for maintaining its leadership in an industry that is getting more and more competitive.

The more organic and all-inclusive approach that the Plant management has been adopting on the other hand in the discharge of its employee-welfare activities and corporate social responsibilities has succeeded in providing sustainable solutions to improve the quality of life in and around Bhilai while at the same time ensuring that its reach is wider, implementation faster and the effects wide-ranging.

On this happy occasion, Managing Director, Shri R Ramaraju has congratulated the Bhilai Collective for its outstanding achievements. “The winning of the PM’s Trophy is a validation of the excellent work culture of BSP, the efficiency and effectiveness of its internal processes and our resilience in overcoming all odds,” he said.

Bhilai Steel Plant’s performance in both the evaluation years 2006-07 and 2007-08 as also in 2008-09 has shown an upward spiral. In what has been a period of transition, Shri R Ramaraju has steered the plant through the ups and downs with a single-minded determination to take Bhilai to greater heights.

During this period the focus of the plant leadership was on getting the best possible from existing units and equipment, on improvising operations so as to roll out new product grades, on reducing costs & generating surplus in all areas of operation & administration, on addressing human resource development needs and on installing new and modern equipment and processes without affecting the tempo or pace of production.

Fiscal year 2006-07 saw Bhilai initiating and completing several technological upgradation projects & modernisation schemes for enhancing production volumes, improving quality of product and operational efficiency. Bhilai’s biggest furnace, BF 7 was technologically upgraded and retrofitted with the latest state of the art technology and equipment that were going to be used for the first time in Bhilai. The year ended with a 7.6% growth in value added steel production over the previous year. As many as 15 records were made in the month of March 07. Replacement of B strand in Wire Rod Mill was another important modernization project executed during the year that would yield positive benefits for the Plant.

Year 2007-08 saw Bhilai emerging much stronger. Mr Ramaraju’s unwavering faith in the collective abilities of the workforce was reciprocated by the collective by being ready to accept targets higher than what had initially been given to them in the annual business plan for the year. There was thus optimum utilization of available resources like operating all seven Blast Furnaces and all three Converters and Casters for most of the year. All previous records were smashed. The Plant recorded its best-ever annual Hot Metal, Finished Steel and Saleable Steel production. All the four finishing mills - RSM, MM, WRM & PM achieved best ever yearly production since inception. Finished Steel component in Saleable Steel was much higher at 81.6%, a growth of 6.6 % over the previous year. There was a quantum jump of 33% in the production of value added and special steel products, resulting in appreciable growth in the company’s bottom-line. Rolling of different TMT profiles simultaneously from different strands at WRM was achieved. The Plant rolled out 12 new product grades to cater to changing customer requirements and increase market share.

The year also saw hectic project activity begin. A number of new production facilities including the Hot Metal Desulphurization Unit, a second set of RH Degasser & Ladle Furnace in SMS – II that were added in financial year 07-08 strengthened the production potential of the Plant. A new slab caster was being erected in SMS II and Coke Oven Battery 5 was being rebuilt. With laying of foundation stone for Modernisation & Expansion Plan of Bhilai as laid out in SAIL’s Corporate Plan began the process of getting the ground cleared for new structures and equipment.

Another priority area in Mr Ramaraju’s agenda for the year was training and human resource development. Bhilaians experienced a new kind of openness when the Managing Director personally interacted with cross-sections of employees to hear them out and put forward his own views and opinion on a variety of issues including those concerned with employee welfare. Called Pragitisheel Bhilai, the sessions included a film Chak de Bhilai. Progress was also made on making good use of other advanced HR tools such as e-abhiyan, multi skilling and competency mapping.

Bhilai Steel Plant scaled newer heights of production and productivity in 2008-09, concluding the year on a winning note against such multiple odds as adverse raw material pricing, slowdown in demand & fall in prices of steel. Sensing in this crisis an opportunity to consolidate on strategic gains achieved in the previous fiscal, Mr Ramaraju once again scripted a winning strategy, steering the collective to enhance production of special steel that would fetch higher NSR and concentrate on customising product grades to meet requirements of customers while at the same time pressing hard to further improve operational efficiencies.

Mr Ramaraju’s concern for employee welfare is evident from the fact that attempts to improve the quality of life and spruce up the look and feel of our township, upgrade medical & health services etc. have borne fruit over the last couple of years, making life for employees & their family members more comfortable, fulfilling and rewarding.

Besides acquiring and installing several new & modern diagnostic equipment in the JLN Hospital & RC, renovating OPD complex etc, starting on-line OPD appointments with doctors in Medicine Deptt. for employees, a HELPLINE desk for imparting information about patients to concerned relatives and other authorities, constitution of a Hospital Management Board to review the functioning of M & HS Deptt on a continual basis are some initiatives taken to improve basic as well as critical medical care facilities at Bhilai’s hospitals.

For all of the above as also for taking meaningful steps to improve the quality of work-life by upgrading basic facilities near the workplace like canteens, rest shelters, and crèches etc., Mr Ramaraju has personally intervened to ensure proper and speedy implementation. Just as he has personally seen to it that a number of highmast lights are installed, residential units and administrative buildings are given a fresh coat of paint and such attractive displays as the PM’s Trophy Square and Samriddhi Monument and Sanjivni landscaping in front of JLN Hospital is done and lot of emphasis is laid on ground water recharging in the township.

While making all efforts to prevail over market conditions and secure the future of Bhilai, Mr Ramaraju also gave new direction to fulfillment of Bhilai’s Corporate Social Responsibilities and all Sustainability efforts. Bhilai has for the first time earned VER or Voluntary Emission Reduction, a kind of carbon credit for two of its environment-friendly projects inside the Plant. Bhilai has in the last couple of years intensified development work in Model Steel Villages while also creating more self-employment avenues for villagers.

The Bhilai Ispat Vikas Vidyalaya, the Bhilai Ispat Kalyan Chikitsalaya were started in 2007 to benefit people from economically weaker sections of society. Bhilai has also worked with the Akshaya Patra Foundation for the success of the government’s mid-day meal scheme. Almost 21 health camps are organised every month. The free cataract operations and lens transplantation carried out regularly has proved to be a boon for senior citizens peripheral areas of the Plant.

Among the many awards that Bhilai Steel Plant has won under Mr Ramaraju’s leadership are the CII-ITC Sustainability for three consecutive years, IIM National Sustainability Award, the Golden Peacock award for CSR for two consecutive years, Golden Peacock National Training Award, Golden Peacock Award for Combating Climate Change, Golden Peacock National Quality Award, Greentech Environment Excellence Gold Award, Greentech Safety Gold Award. Bhilai Steel Plant got the Prakriti Ratna Award for exemplary waste management and natural resource development practices. Mr Ramaraju received the award from ExNoRa International.
