Working Group on MoU guidelines for CPSEs to finanlise recommendations today
The Working Group set up by the Department of Public Enterprises under the Ministry of Heavy Industries & Public Enterprises to review and suggest measures to improve the MoU system of Central Public Sector Enterprises (CPSEs) met here today to finalise its recommendations.

The Working Group which was setup by the Ministry on 23 May 2012 is chaired by Shri P.G. Mankad. The other members are Shri Anil Razdan, Shri Ajay Dua, Shri S.D. Kapoor, Shri Brijesh Mishra, Shri Amarjit Chopra, DG, SCOPE and the Convenor of the Group is Shri A.K. Sinha, JS (DPE).

The terms and references of the Group were to examine and review the existing MoU guidelines for CPSEs and make suitable recommendations/suggestions to improve the MoU system further. The Working Group was also to address the following:

• Examine the desirability/possibility of different MoU formats for different sizes and categories of CPSEs including Maharatna and Navratna.

• Examine the issue of the desirability/need for all CPSEs to be covered by the MoU exercise, especially in its current format and process which is common to all CPSEs.

• Examine the current system of setting targets on five-point scale.

• Examine the issues arising out of the Results Framework Document System of the Ministry/Departments.

• Look into aspects of giving more operational flexibility to CPSEs/Administrative Ministry and the Task Force on MoU in the matter of target setting and performance evaluation.

• Look into organizational and other measures to strengthen the Task Force.

• Look into any other matter of relevance that the Working Group and Department may consider appropriate for the empowerment and enhancement of performance of CPSEs especially in the context of their role in the economy and to make the MoU exercise for effective.

The first meeting of the Working Group was held on 24 May 2012. The Working Group was asked to finalize the report and submitted to the Department of Public Enterprises within 3 months.

The recommendations of the Group will be considered by the Ministry. Following this, the Ministry will seek the approval of the Union Cabinet on the issue.
