Minister of Mines and DoNER unveils the 100 day agenda

The Union Minister for Mines and Doner, Shri B. K. Handique unveiled the Agenda for 100 day of his both Ministries here today. Speaking on the occasion, he said that the 100 day agenda, prioritizing initiatives which are found to be critical to deliver the results in my both the Ministries i.e., Mines and DoNER. 

The Minister said that in Mines, the agenda is driven primarily by the National Mineral Policy (NMP) 2008. Both Legislative and non-legislative measures to implement this policy would be initiated. Shri Handique informed that a New Act on Scientific Development of Mines and Minerals would be drafted and placed in the Parliament during this Winter Session. In the new Act, the focus will be on scientific and clean mining with innovative technology supported by appropriate Environmental and Social Management Frameworks. This would ensure a climate conducive to private investment and exploration. We also embark on revision of royalty rates on ad valorem basis, he added . 

The Minister said, ‘for Development of North Eastern Region, we set forth the agenda for streamlining the procedures for implementation of developmental projects under Non-Lapsable Central Pool of Resources (NLCPR) in close coordination with the State Governments.’ 

The Secretary, Ministry of Mines, Smt. Santha Sheela Nair, and the Secretary, Ministry of DoNER, Shri Jarnail Singh, were also present on the occasion. 

Following is the text of the speech delivered by the Union Minister for Mines and Doner, Shri B.K.Handique on the occasion : 

“Secretary, Mines, Smt. Santha Sheela Nair, Secretary, DoNER, Shri Jarnail Singh, Officers of the Ministry of Mines and Ministry of DoNER, and my esteemed friends from the Press and the Media, 

People have shown their confidence in our Government during the last elections. It has enthused us to speed up the development process during the next 5 years with inclusiveness as one of the main principles. We are gearing up ourselves to meet these aspirations of the people, particularly the poor and the underprivileged. 

In pursuance of this and as desired by the Prime Minister, we have prepared a 100 day agenda, prioritizing initiatives which are found to be critical to deliver the results in my both the Ministries i.e., Mines and DoNER. 

The 100 days agenda was set out mainly focusing on the significant areas for the development of Mines sector and development of North Eastern Region. The results achieved during the first 100 days in the Ministries would also enhance the effectiveness of the Government to take it forward during the next 5 years. 

These issues include initiatives for changes in policy regime coupled with concurrent legislations and implementation procedures based on the principles of growth, transparency, accountability and inclusiveness. 

In Mines, the agenda is driven primarily by the National Mineral Policy (NMP) 2008. Both Legislative and non-legislative measures to implement this policy would be initiated. I am also happy to inform you that in the first two weeks, we have even decided on some issues as part of this agenda. These are: (a) New Vision and Charter for Geological Survey of India (GSI) in consonance with the requirements of NMP 2008. (b) Guidelines on grant of concessions to give primacy to “Seamlessness” and “first-in-time” within the ambit of the existing legislation. (c) GSI was asked to put out all survey and exploration data, maps and reports on its Web Portal free of cost to facilitate private sector participation in mineral exploration; and (d) Capacity building of State DGMs by GSI. 

Similarly, for Development of North Eastern Region, we set forth the agenda for streamiling the procedures for implementation of developmental projects under Non-Lapsable Central Pool of Resources (NLCPR) in close coordination with the State Governments. 

Road Maps and Action Plans as part of NE Vision 2020, which was released by Prime Minister in the last year, would be finalized by the Central Ministries concerned in identified sectors including enhanced connectivity within the Region and with the Region. 

We shall endavour to implement a World Bank funded “North Eastern Rural Livelihood Project.” The Ministry’s PSUs viz., North Eastern Handicrafts and Handlooms Development Corportaion Ltd (NEHHDC) and North Eastern Regonal Agricultural Marketing Corportaion Ltd (NERAMAC) would be effectively revamped to provide linkages to the economic activites generated through the Livelihood project. 

NEDFi (North Eastern Development Finance Corportaion Ltd) has been mandated to work on equitable and enhanced agenda for all 8 states of the Region. 

Look East Policy would be pursued by preparing a clear action plan for the next five years to boost tourism and for expanding trade. With these words, I have a great pleasure in releasing the “Hundred Day Agenda” documents of the Ministry of Mines and Ministry of DoNER”.
